Miss Hannah Servatete told the council that UNSMIL launched the inaugural meeting of a structured dialogue, "the first process of this magnitude to be held on Libyan soil." The dialogue brings together a representative spectrum of Libyan society, including institutions, civil society actors, political parties, academia and cultural and linguistic components.

Servatete said the process includes 124 Libyan participants drawn from different institutions and stakeholder groups and that nominations were intended to amplify Libyans who are not in government. "Libyan women comprise 35% of the participants," she said, and the mission is ensuring representation of young people and persons with disabilities. The launch took place in Tripoli and UNSMIL plans to facilitate thematic working-group meetings across the country and encourage participation through digital platforms.

She said the structured dialogue will proceed in parallel with the roadmap's other tracks and is not a replacement for identified milestones; recommendations from the dialogue will inform proposals for mechanisms to progress changes in electoral laws. The mission said outcomes of the structured dialogue will be published for wider dissemination.
