Council members asked staff whether other funding sources such as Community Development Block Grant (CDBG) funds were available; staff told the council the 2025 grant funds were depleted and 2026 allocations were not yet available. Administrator Zelms said the approved microcontract would be executed as a sub‑$50,000 service agreement and staff would define deliverables and reporting for the grant.
The council approved the microcontract on a voice vote. The motion directs staff to enter a microcontract and to finalize a brief service agreement spelling out eligible uses of the funds and reporting requirements.
Next steps: Staff will draft the microcontract and a short service agreement with Salvation Army that outlines allowable expenditures and reporting, then execute the agreement and monitor spending.
