Rochester — The City Council on Dec. 1 approved site development agreements with Mayo Clinic that provide conditional site plan approval for the North Arrival Center and a 500‑space South Parking Ramp as part of the Bold Forward Unbound campus.
Deputy City Administrator Cindy Steinhauser said staff recommended a campus approach and use of the Unified Development Code’s "iconic building" provisions to allow design flexibility while maintaining design standards. The agreement permits issuance of building permits ahead of a final, complete site development plan so long as outstanding design elements — including certain public‑realm landscaping and streetscape work — are completed by a set deadline or secured so the city can finish them at Mayo’s cost.
Steinhauser described the contract language as a safeguard: "It provides a funding source for the public site design items...if for whatever reason they design them but don't build them, we would build them at Mayo's cost," she said.
Councilors pressed staff on several points, including how the "iconic" criteria (transparency, articulation, and avoiding blank walls) will be judged; how airspace and parcel boundaries affect the public realm; and why the city is allowing footing and foundation permits before a fully approved site plan. Planning staff said the request is driven by schedule pressures for a very large campus project and stressed the agreement preserves regulatory authority while adding financial protections.
City staff and outside counsel said the agreements remain in force until all required items are completed; temporary certificates of occupancy may be issued with conditions and security in place. Council member Fredericks moved approval; the motion passed on a council vote.
What this means: The conditional approvals are intended to keep a multi‑year construction schedule on track for the Bold Forward Unbound campus while creating mechanisms to ensure public‑realm commitments are delivered or paid for by the developer. Final site development plans for individual buildings will still come back for staff review and approval as required by the agreement.
Next steps: Staff will monitor the design deliverables and timelines set by the agreement and return to the council if changes to the conditions or funding assurances are required.
