Consultant presents utility-rate study; staff recommends waiting on substantive increases

The Cibolo City Council heard a presentation of a utility rate plan study prepared by Willdan Financial Services, which city staff said should inform any future changes to water and sewer rates beyond the 2% already adopted for this budget cycle.
"My name is Dan Jackson, vice president of Willdan Financial Services," Jackson said as he introduced the consultant team and the scope of the study. He said he and his colleague Dan Lanning led the study for the city.
City staff had earlier told the council during the budget process that the consultant's results would precede any additional rate adjustments. "We recommended waiting until the results of this study were presented before adding any additional rate increases for utilities besides the 2% that we passed on," Miranda (city staff) said.
Jackson framed the study’s work in broader context, telling council members the financial and operational challenges facing Cibolo are similar to those seen across Texas and nationwide. The presentation that followed will be used to identify proposed rate changes, key drivers on customer bills and the most significant cost-of-service impacts.
No formal rate change was proposed or adopted at this meeting; the consultant and staff will present findings and proposed rate options for council consideration in a subsequent agenda item.
