Commissioners asked whether adopting the rules would create immediate enforcement problems; staff said the rules are guidance that give the airport manager a basis for consistent administration and that they can be amended as the facility grows. After brief discussion and no public comment, the board approved item 3 (rules and enabling resolution) and item 4 (minimum commercial standards and enabling resolution) by recorded motions; both motions carried 4–0.
Next steps: staff will implement the rules and bring updates to the board as needed.
