FACM names interim administrator top candidate; board authorizes negotiations and names interim public‑works director

Chair read FACM’s independent findings that ranked six applicants and designated the interim as the clear top choice. Several members of the public voiced opposition, alleging prior missteps in procurement and questioning salary increases; Moses Sleeper cited concerns about compliance and alleged policy violations. Other residents—Bo Hancock, Harry K. Weaver Jr., and Wayne Hanneke—spoke in favor of hiring from within and urged the board to negotiate a contract.
Commissioners discussed the FACM process, the difference between promotions and pay increases, and the benefits of internal promotion versus external recruitment. Commissioners decided to authorize the chair to negotiate terms with the top candidate and to bring any negotiated contract back to the board for approval. The motion to authorize negotiations carried 4–0.
The board also moved to designate Brenda Flanagan as interim public works director while an internal recruitment for that role is conducted; that motion passed 4–0.
