Washington County updates scrap‑tire collection schedule, seeks Brazos Valley COG grant to offset costs

Washington County Commissioners on Dec. 2 approved a change to the existing scrap‑tire collection agreement to reflect an October 2026 event date and authorized Environmental Health to apply for a Brazos Valley Council of Governments (BVCOG) regional solid waste management grant to pay for the event.
Environmental Health staff described the proposal as similar to prior grant-funded tire-collection events and asked the court to authorize a resolution for submission to the BVCOG. "It's estimated we'll probably pay Brandon about $1,500," the presenter said, and the grant application language as described in court indicated the county would pay amounts exceeding $1,000 — suggesting a possible county share of roughly $500 if the grant is awarded. The county would also provide in‑kind services, including personnel to manage the event and public outreach.
Separately, the court approved a ministerial amendment to the contractor agreement to change the exhibit A event date from 2024 to 2026; the $5 per‑resident administrative fee to the contractor remains unchanged. Commissioners moved, seconded and voted to approve both the contract-date change and the grant resolution authorizing the county judge to sign required documents.
If the BVCOG grant is awarded, staff said the funds would support two trailers to remove scrap tires and pay for radio and newspaper ads to publicize the event. Staff noted that exact grant awards and final contractor invoices will determine the county's ultimate out‑of‑pocket cost.
