Kingman council roundup: ADOT billboard funds, tourism grant, annexation filing and post-executive-session directions

Consent and pulled items: Council approved the consent agenda (items a–k) with Vice Mayor Samuley pulling item g for discussion. On item g, staff said the Arizona Department of Transportation (ADOT) approved $900,000 in compensation to Kingman for removal of a city-owned 14-by-42 billboard along the US‑93 corridor that was removed as part of the West Kingman traffic interchange project. Staff said ADOT initially valued the sign around $600,000 but staff negotiated the full $900,000. Staff recommended, and council approved, repurposing those funds toward a new billboard; staff estimated a static billboard structure costs roughly $270,000–$300,000 (not including land) and said digital options are being researched to generate future revenue.
Grants and awards: Council approved a Kingman Tourism Initiative grant to Beale Street Theater in the amount of $24,937.50 with city match of $24,937.50 for a total project cost of $49,875 to install a digital marquee; Councilor Walker recused himself from that vote.
Annexation and other votes: Council approved Resolution No. 5591 to direct staff to file the blank petition for annexation AN25-0001 (approximately 1,169 acres with about 127 acres for commercial use).
Executive-session outcomes: After holding executive session on two contract items, council directed staff to send a termination letter to KX Ventures to end the Kingman Crossing development agreement and also directed staff to continue negotiations and work on the Davcon Atlas airport land lease; council asked staff to return with a report and executive-session update on Jan. 20, 2026.
Votes were taken by voice; the public record as read at the meeting shows motions were seconded and carried with ‘aye’ votes and no recorded opposing votes for these items.
