Kingman Council approves filing to start annexation of about 1,169 acres east of Hualapai foothills

The council approved Resolution No. 5591 directing staff to record the blank petition to initiate annexation AN25-0001, a city-initiated proposal to annex roughly 1,169 acres east of the Hualapai Mountain Foothills.
Staff told council the boundary was revised following prior public testimony and that the current proposal reduces the previously considered area by about 570 acres. The annexation area is largely undeveloped and includes approximately 127 acres designated for commercial use. Staff explained the red line on the exhibit shows the proposed city boundary and that right-of-way for East Hualapai Mountain Road would remain in county control.
Councilor Jason (staff presenter) recommended approval. Councilor motioned, the motion was seconded, councilors voted 'aye' and the motion carried. Staff will file the blank petition with the county and proceed with the annexation timeline alongside the previously approved filing from Nov. 18, 2025.
