Solano County honors long-serving public health, corrections and environmental staff at Dec. 21 meeting

The Solano County Board of Supervisors used part of its Dec. 21 meeting to recognize four county employees who are retiring after long careers in public service.
The board adopted resolutions and presented plaques honoring Dr. Veil T. Matias, chief deputy health officer, Julie Morgan, a public health nurse and tuberculosis case manager, Correctional Officer Rex Moffitt, and Colby Laplace, senior hazardous materials specialist in the Department of Resource Management.
Dr. Veil T. Matias, who the board said served the county in the public health division for 15 years and has nearly four decades in public health, was credited with leadership through the COVID‑19 pandemic and for expanding integrated services including family health clinics, disease prevention and the county’s public health laboratory. Jerry Huber, former director of Health and Social Services, called Matias a mentor and said his work helped build community trust during the pandemic. Matias, in his remarks, emphasized teamwork and thanked staff across programs.
The board also presented a plaque to Julie Morgan, who has more than 11 years with Solano County and has been central to the county’s tuberculosis control work. Dr. Cameron Kaiser, acting health officer, said TB nurses provide critical one-on-one care that advances public health goals.
At the Sheriff’s Office recognition, the board honored Correctional Officer Rex Moffitt for more than 30 years of service, noting roles in custody divisions, the honor guard and jail safety improvements. Colby Laplace was recognized for over 21 years in environmental health and hazardous materials oversight; speakers said Laplace helped develop local regulations and mentored colleagues.
Each of the resolutions and plaque presentations were adopted or approved by vote during the meeting. The board invited staff to join the honorees for photos and offered public thanks for their years of service and leadership.
