Kingman Council appoints Gilbert Smeby to Planning and Zoning Commission

Applicants who addressed the council included John Malator, who described 26 years in fire and EMS and said he has lived in Kingman since 2005; Chris Parks, who outlined experience in military intelligence and property management; Paul Scheffler, a licensed general contractor since 1973; and Gilbert Smeby, who described four decades in zoning and building and recent city residency.
Mayor Watkins moved that the council enter executive session to review the commission applications as authorized by the statute cited in the meeting. After deliberations in executive session, Vice Mayor Samuley moved to appoint Gilbert Smeby to the partial-term position (term beginning Dec. 25, 2025, and ending Dec. 31, 2026). The motion was seconded and carried by voice vote (‘aye’).
No formal vote tally by name was recorded in the public session; the council announced the motion carried. The mayor thanked all applicants and encouraged them to consider other commission openings.
