Brookshire council approves records-retention, IT migration, bylaws and preliminary plat

Brookshire, Texas — At its Dec. 4 meeting, the Brookshire City Council approved multiple administrative contracts and procedural items that staff said are intended to bring the city into compliance and advance planned capital and software projects.

Council accepted a records-retention proposal from RCI to inventory and process municipal records. Staff described an estimated scope of roughly 800 boxes plus 24 single-file boxes that may need individual review; the transcript contained slightly inconsistent total figures but staff characterized the project cost as about $30,000 and said the per-box handling fee cited was $95. The council approved the RCI contract with the option to break it into separate proposals for courtroom, convention center and EDC vaults.

The council also approved a one-time engagement with ZackTax to provide project management for the city’s upcoming migration to the Tyler Technologies financial system (Encode). Staff estimated the migration will take about 10 months and described a one-time fee of about $20,000, to be paid from the professional services account.

Other actions included adoption of updated bylaws for a relaunched City of Brookshire Youth Advisory Commission; the council delegated Brookshire’s 130 Waller County Appraisal District votes to Alderman Aileen McDade and cast those votes for her; and the council approved a preliminary plat for a Quick Trip at 541 FM 1489, subject to department requirements.

Mayor Richards and staff noted that several of the approved items are non-budgeted expenses but said funds were available in professional services accounts. Council took these votes during the open meeting; vote tallies on the record were recorded as "Aye" and the motions passed.
