Jim Wells County Commissioners Court on Dec. 4, 2025, opened four sealed requests for qualifications for engineering services tied to the county's 2026 Colonial Fund construction grant program and voted to forward the submissions to a scoring committee for review.
The court announced the four engineering submissions and their locations on the record: Fulcrum Consulting Services (Lafayette, Texas), Meta Engineering LLC (Helotes, Texas), Guzman and Munoz Engineering and Surveying Inc. (Mercedes, Texas), and ICE Engineering (Kingsville and Corpus Christi, Texas). After the RFQs were read, Speaker 2 moved to accept the submissions and send them to the scoring committee; Speaker 3 seconded the motion. The presiding official called for a voice vote and recorded the motion as carried.
Court counsel later confirmed engineering awards would not be decided at the reconvened session; Speaker 1 said the engineering awards are scheduled for Dec. 15, 2025. The submissions remain with the scoring committee pending their scores and recommendation.
What happens next: the scoring committee will score the four RFQs and return a recommendation to the Commissioners Court for final award action on Dec. 15, 2025.
