Councilors on Nov. 20 delivered broadly positive evaluations of Town Manager Jim Harpring’s performance and discussed a recommended salary adjustment for the coming year.
Councilman Carroll and Vice Mayor Atwater each summarized Harpring’s tenure and accomplishments. Carroll said Harpring’s "professional experience, management capabilities, and leadership know‑how" made him the right choice when hired and urged the council to offer him continued support. Vice Mayor Atwater and others credited Harpring with personnel management, implementing an 18% increase to public safety salaries when needed and helping achieve reductions in the town’s millage rate.
Council discussion centered on a range of accomplishments and the town’s fiscal position. The mayor said the 7% increase proposed in Harpring’s packet was in line with what most staff are receiving and with comparable town manager benchmarks; council members indicated consensus for the 7% level while noting a commitment to continue scrutinizing budget priorities.
Harpring thanked council and staff and said he appreciated the comments; no formal recorded vote on the salary was taken during the public council session, though councilors indicated they intended to move forward in line with the packet options presented.
The council asked staff to provide individual performance feedback privately (per the town’s modified evaluation procedure) and to document next steps for implementing any approved compensation changes.
