The Monroe City Council on Dec. 2 authorized the mayor to sign an exclusive sale and listing agreement for the North Kelsey properties with Lee & Associates (and associated partners), a contract described in the meeting as Land 2025096.
Councilmember Hanford moved to authorize the mayor to sign the agreement and described the arrangement with Lee & Associates and West Coast Commercial Realty as the listing agent relationship for the properties commonly known as North Kelsey. The motion was seconded by Councilmember Walker.
Council discussion focused on procurement best practices and market competitiveness. Councilmember Walker and Beaumont said they wanted the city to issue a new RFP early next year to verify competitiveness after a multi‑year relationship; staff said preparing and advertising an RFP would take several weeks and recommended scheduling an RFP in the third quarter if council wanted the market tested before the current contract term ends.
Staff noted the existing contract form differs from the city template and that the current agreement remains in place through Dec. 31, which limits unilateral early termination options. After discussion, the motion passed with Walker and Beaumont recorded as voting against and the remainder in favor.
What’s next: council members who favor an RFP asked staff to return with timing options and estimated staff time and cost when appropriate.
