Commission approves MOU to support Dove Center grant application for expanded survivor services

Julie, director of the Dove Center, asked the Washington County Commission to approve a memorandum of understanding that will allow Dove Center to submit a proposal to the Department of Justice Office for Violence Against Women. The application would fund expanded justice‑specific services for survivors, including the rare availability of direct legal services for survivors and expansion of shelter capacity.
Julie said Dove Center has operated in the county for roughly three decades and described current capacity constraints. “We can serve up to 24 individuals at our shelter at a time,” she said, and noted the organization has had to turn away about 50 survivors so far this year because of lack of bed space. Julie added that Dove’s broader programs — court advocacy, 24‑hour hotline response, youth advocates and prevention work in schools — served more than 1,300 people in the last year.
Trudy (Dove Center staff) outlined that the MOU is a formality to allow Doyle Center to apply for DOJ funding and that county support would strengthen their application. Commissioners moved to adopt Resolution R‑2025‑3539 approving execution of the MOU; the motion carried by voice vote.
