Council approves tourism contract with Pullman Chamber amid recusals; KPIs to be set in 2026

The Pullman City Council approved a professional services agreement with the Pullman Chamber of Commerce to provide tourism promotion, marketing and event coordination. Staff said the RFP process concluded with the Chamber selected earlier in the year and city staff worked with Chamber representatives to draft the three-year professional services agreement now before council.
Jeff Albrecht acknowledged the contract does not include fixed KPIs and said those performance metrics are expected to be developed in the first quarter of the contract term to allow flexibility as staff and Chamber personnel change. "We tried to avoid specific KPIs in here just knowing of a 3 year term that those could really change over the course of the term of the contract," Albrecht said.
Council discussed budget line items in the proposal and whether funds designated for new special events (including 250th anniversary programming) were appropriate. Two council members recused themselves from the vote because of board ties; staff recorded the final vote as five yeses and two recusals.
Council approved the motion to authorize the professional services agreement; staff will return with negotiated KPIs and an implementation plan in early 2026.
