Supervisor Solis reviewed the board's response to 2025's emergencies and fiscal pressures and outlined priorities for her year as chair. "We have to address a significant hole... in our budget," she said, warning that federal policy changes could shrink eligibility for programs like Medi-Cal and CalFresh. Solis highlighted county programs launched or expanded under recent board action — a small-business resiliency fund, a $30 million emergency rent-relief program, and an approximately $16 million investment in legal aid for immigrants through the Represent LA program — as part of a strategy to shield vulnerable residents.
The board also formally approved Supervisor Mitchell as chair pro tem after a brief public-comment period. The nomination was moved and seconded from the dais and carried 5–0 during roll-call voting. During the transition the board recognized outgoing chair Supervisor Barger for her year of leadership, citing county responses to wildfires, establishment of a Department of Homeless Services and Housing, and other emergency and recovery work.
Members praised the continuity of leadership and emphasized cross-district partnerships as central to implementation. Several supervisors urged that the board’s work remain centered on protecting the county’s social safety net as federal funding and policy rules evolve.
The board recessed briefly during the meeting after a disruption in the chamber; officials invoked the government code provision allowing recess and virtual participation for those removed before the meeting resumed. The reorganization and the roll-call approval of the chair pro tem were completed on the record before the board moved on to its other agenda items.
The board said it will convene next on Dec. 9.
