City engineering and public‑works staff delivered a quarterly update Dec. 16 covering nuisance‑property abatement, Community Development Block Grant (CDBG) demolition work and wastewater‑treatment upgrades.
Barry Mott said this year the city permitted roughly 215 dwellings (staff noted a target near 250) and has added 29 properties to the city demo initiative this quarter (about 59 properties, 84 units total in the program). CDBG phases 1 and 2 (about 19 properties) are complete and phase 3 is being prepared for asbestos testing and bidding; staff said phase 3 will be put to bid at the Jan. 20 council meeting. Mott showed before‑and‑after photos of multiple addresses to illustrate completed demolition and site stabilization.
On wastewater, staff described a State Revolving Fund (SRF) package of roughly $3.5 million with grant forgiveness; the total project budget is approximately $3.7 million after city additions. Work includes electrical and controls replacement at the College Street plant and new screening at the Northeast plant to keep debris out of pumps. Material lead times have delayed some components; engineers estimate substantial completion in June–July 2026.
Staff also reviewed a proposed sanitation plan for the Christmas week holiday extension (if council authorized Dec. 26 off): crews would work Wednesday to cover Monday–Wednesday routes and shift handicap and Thu/Fri routes to Wednesday; staff said they will notify residents and confirmed landfill availability as backup.
