The Enterprise City Council voted Dec. 16 to adopt ordinance 11‑18‑25, rezoning about 2.35 acres owned by J L W Creative Solutions LLC at Bakke Lane and Windham Drive from R‑2 medium‑density single‑family residential to a Planned Residential District (PRD). The applicant, developer Justin Walker, told the council he withdrew the townhome component after neighborhood opposition and revised the plan to single‑family homes that meet city lot‑size and house‑size expectations.
Planning staff explained the PRD was requested because the neighborhood’s intended R‑3 lot‑width standards require 6,000‑square‑foot lots; the PRD allows smaller lots (around 5,000 square feet) while maintaining house size and other standards. The planning commission unanimously recommended approval and staff urged adoption. "The developer listened to surrounding neighbors and took that into consideration," one council member said during deliberations.
Council members noted benefits of infill development — using existing water, sewer and street infrastructure — and moved to adopt the ordinance. The motion passed by voice vote with the chair announcing the motion carried.
The rezoning allows the developer to proceed with the revised PRD plan; additional permits and plan-review steps will follow through planning staff and building permitting processes.
