Lebanon council approves ordinances on administrative warrants, camping rules and a golf advisory board

Lebanon City Council on Monday approved three ordinances on second reading and handled routine business including a consent agenda and an agenda amendment.
The council approved Council Bill 69-43, creating a new chapter on administrative search warrants to allow city employees, including code and fire inspectors, to enter property for nuisance abatement and inspections. The city’s chief told the council the measure "doesn't change people's constitutional rights." The ordinance was adopted and recorded as council bill 69-43 becoming ordinance 71 85.
Council Bill 69-44 added a prohibition on camping on public and private property (including MoDOT conservation ground) and established rules for portable storage and shipping containers on lots under half an acre; council members discussed whether the shipping-container rules apply to residential or commercial uses and approved the ordinance on second reading.
Council Bill 69-45 establishes a five-member golf course advisory board — three public members and two council members — to provide advisory recommendations to city council on golf course operations. The council approved the ordinance on second reading.
Before ordinance votes, the council amended the agenda to postpone the SOP update to the Jan. 12 meeting and approved the consent agenda. There were no public commenters signed up for the public-comment portion of the meeting.
The mayor closed the meeting after staff and community updates.
