Pittsylvania County staff asked the Board of Supervisors on Dec. 16 to adopt revisions to the county’s fee schedules for land‑disturbance permits and solar/electrical permits so the county can recover inspection and plan‑review costs. The board voted unanimously to adopt revisions to Pittsylvania County Code (PCC) Chapters 4 and 35 as presented.
County staff introducing the item said the changes are designed to ensure that staff costs for inspections and plan review are covered. County planner Mr. Arnold noted that the revisions apply to solar projects that have already received land‑use approval and are tied to permit review and inspection fees rather than to changes in land‑use policy. "This does not open the door for more solar," Mr. Arnold said, explaining that utility‑scale solar still requires a special‑use permit and that zoning caps limit how much land can be associated with utility‑scale projects in affected districts. He added that the county is at or above a 2% cap in A‑1 districts and that zoning also restricts another utility‑scale solar facility from being approved within five miles of an existing or previously approved site.
The meeting also included a public hearing and board action to request that VDOT designate a stretch of Little Creek Road (the segment that transitions from Danville City into Pittsylvania County) as a no‑through‑trucks route; the board adopted the resolution unanimously. Staff said the resolution and the findings included in the board packet are what VDOT requires to start the designation process.
Board action: Motion to adopt PCC Chapter 4 and Chapter 35 fee revisions was moved and seconded and passed unanimously. Motion to approve the Little Creek Road no‑through‑trucks resolution was moved and passed unanimously.
Next steps: Staff will implement the updated fee schedule for permit processing and inspections. For the Little Creek Road action, the county will provide the adopted resolution and required findings to VDOT to initiate the no‑through‑trucks designation process.
