Council Reviews Gashi Street Improvement Plan; First Reading Set

Council members discussed Resolution 2025-68 on Dec. 1, a city proposal to improve Gashi Street between East Wayne Avenue and Winter Street by widening, resurfacing, constructing curbs and driveway approaches, and installing storm sewers and traffic control devices. Miss Wharton, sponsoring the resolution, said the approach is intended to address pavement deterioration and waterline replacement needs without acquiring additional right-of-way.
Wharton explained the city’s preferred "rural residential" cross-section (two 11-foot lanes, flush aggregate shoulders, resurfacing and shallow swales) that will allow future sidewalks but avoids buying new property. She said work on the waterline beneath Gashi is already under contract and that the city will rebuild drive approaches and may ask property owners to sign temporary work agreements for finish grading. The administration noted utility pole relocations by AEP and trimming or removal of some trees could be necessary.
Preliminary storm-sewer assessments were estimated at $25,500 total, equating to roughly $1,200 per affected property; the city will cover remaining costs from general and enterprise funds. Construction is expected to begin in 2026. Several council members noted decades of prior discussion and expressed support while acknowledging some residents may oppose the plan; the item was left on first reading with an expectation more resident input will follow.
