DeBary OKs SAK Construction pipe-lining contracts for Glen Abbey, Summerhaven and Fort Florida Road

The DeBary City Council unanimously approved two stormwater‑pipe rehabilitation projects using a piggyback contract with SAK Construction LLC.
For the Glen Abbey and Summerhaven neighborhoods, staff recommended awarding SAK Construction a $300,540 contract to install cast‑in‑place pipe (CIPP) lining — about 1,305 feet in Glen Abbey and 295 feet in Summerhaven — with a recommended 5 percent contingency of $15,027 for a total project authorization of $315,567. The contract will be funded from a Florida Legislature grant budgeted in the stormwater fund and includes a separate construction‑management task order to K. Hare Construction Services for up to $15,080.
Kevin Hare, who described the projects for staff, said the existing steel storm pipes are more than 30 years old and "have been inspected and found to be corroded and have lost some of its structural capacity." He added that the CIPP lining is expected to extend the life of the rehabilitated pipes by "more than 50 years." Staff expects SAK to schedule the Glen Abbey/Summerhaven lining in early spring.
Council also approved a second lining project for a 6‑foot‑diameter corrugated steel pipe under Fort Florida Road. That proposal is for $64,132 with an 8 percent contingency ($5,130) for a total authorization of $69,262; staff recommended a task order of $4,060 for construction management. Staff said the Fort Florida Road work should be coordinated with a planned bridge replacement and performed while the road is closed.
Both motions passed on unanimous votes by the members present.
