Caroline County: Breezeline opens GCV 15; VADI-23 project set to finish by late summer 2026 if on schedule

David Sattler, director of information technology for Caroline County and project manager for VADI-23, told the Broadband Advisory Committee on Dec. 15 that Breezeline released area GCV 15 for customer sales that afternoon. "GCV 15 has now been released," Sattler said, and residents in that area were instructed to call the project sales representative, Reggie Spivey, to schedule installations.
Sattler described boundaries for multiple service areas and listed a set of codes now open for sale. "Caroline County, the Virginia Department of Housing and Community Development, and Breezeline have now expanded service to over 1,389 previously unserved addresses in this project alone," he said, adding that when combined with earlier projects the total reaches 2,704 previously unserved locations that now have an available internet connection.
The committee heard a phased timeline for additional area releases. Sattler said GCV 11 was projected to be released by the end of the month if work remained on schedule; several other areas were expected in early 2026, with an extended schedule through July–August 2026 for the larger northern areas and final completion when ECV 25 and 26 finish. He emphasized that these projections are contingent on construction progress and supply of required engineering decisions.
Sattler also corrected earlier date references during the meeting, clarifying several projected releases are in 2026 rather than 2025. The county will publish immediate updates on the broadband YouTube channel and post area releases on the county website as they occur. The committee scheduled its next broadband update for Jan. 26, 2026, after agreeing to move the previously planned Jan. 19 meeting because of the Martin Luther King Jr. holiday.
The advisory committee said it will continue to coordinate release announcements and provide maps to help residents identify their area codes. Residents in areas highlighted on the county map were advised to watch the county’s YouTube updates and call the dedicated sales rep for this project to avoid misrouted orders.
