Osseo facilities update: $495 million LTFM and Build A Better Future program 25% complete, major projects under way

District facilities leaders told the school board Dec. 16 that long-term facilities maintenance (LTFM) work paired with the Build A Better Future referendum is progressing on schedule, with significant construction activity and upcoming bid awards.
Dale Karlstrom, director of facilities, operations and planning, and project managers Colin O’Brien and Jeff Arthurs presented a project-by-project update. O’Brien reported an anticipated combined budget of $495,000,000 for LTFM and BBF projects through 2028 and said the district’s current spend since FY24 is approximately $212,000,000. "Our anticipated budget for all projects since the start of 2024 through 2028 is $495,000,000," O’Brien said.
Completed and in-progress work: elementary media center renovations (Basswood, Cedar Island, Fair Oaks, Oak View, Palmer Lake, Rush Creek and Woodland) are substantially complete; middle-school science and furniture-refresh work is under way; Osseo Senior High’s auto-shop addition (which will also serve as a storm shelter) is approximately 45% complete and expected to open in early spring, with related media-center construction beginning in 2026. Karlstrom said the Build A Better Future initiative was developed through community engagement and blends LTFM dollars with BBF referendum funding.
Major upcoming milestones: Maple Grove Senior High will receive a three-story addition and cafeteria expansion to address capacity; that project is reported as 25% complete with an estimated $103,000,000 total budget and an August 2026 occupancy target for the addition. Aspen Ridge Elementary is on time and on budget for a September 2026 opening. Karlstrom also noted playground restorations and health-safety investments (about $1.8 million this fiscal year) including asbestos abatement and fire-alarm upgrades at older facilities.
Board members praised the work and thanked facilities staff for managing multiple projects while maintaining operations and safety. Administration said bid openings and award recommendations for Park Center and Crestview projects are scheduled for January board meetings.
