Staff told council that, if the grant is approved in January (the packet notes an April award timeline), the period from award to construction is likely more than a year — cited estimates were roughly 12–18 months from award to funds being available and construction beginning. Council discussed design choices to minimize impacts to adjacent properties, the presence of partial existing sidewalks on Willow Street, and local cost-saving opportunities. The Catholic Church near the proposed connector indicated support, the staff said.
Council heard that the grant submittal is a revised route from a previous application and that staff would continue coordination with property owners, churches, and affected residents if the state provides an award.
