Most dashboard indicators are strong, but English learner progress is flagged red, district says

Dr. Young presented El Segundo Unified's California School Dashboard results on Dec. 9, telling the board that most state and local indicators are in the blue or green range but that English learner progress registered in red.
"It should be celebrated that we are in the blue or green area for nearly all indicators, with the exception of our English learner progress in which we are in the red," Dr. Young said, and he cautioned that small sample sizes and reclassification rates complicate interpretation. He said the district has 53 current English learners, 55% of whom identify Spanish as a home language; 21% of those learners are newcomers (in the U.S. for two years or less), and 32% are long‑term English learners who have not reclassified within six years.
Dr. Young said the district observed a decline in progress for a handful of students this past year and has identified individualized supports. "It is important to note that the sample size of students is small with only 45 students tested district wide, which inevitably causes large fluctuations in performance," he said, adding the district maintains a high reclassification rate (22.6%) that affects year‑to‑year measures.
Board members asked what immediate actions would follow. Dr. Young said he is working closely with the ELD team to examine domain-level performance, provide targeted services (designated ELD daily), and align classroom activity to testing demands (for example, listening tasks). He also said the district has not been notified by the state that it is subject to differentiated assistance.
Why it matters: Dashboard indicators are used for district accountability and to shape Local Control and Accountability Plan (LCAP) priorities; red indicators for English learner progress signal a need for targeted interventions and monitoring, particularly when subgroup sizes are small and percentages swing widely.
