Urbandale awards design services contract for police headquarters to OPN Architects

Urbandale City Council voted to approve a professional services agreement with OPN Architects to design a new police department headquarters.
Assistant City Manager Curtis Brown said the city received 14 responses to its design-services RFP and interviewed three firms; the recommendation for OPN reflected their public-safety experience, proposed project manager, and a reasonable fee structure. Staff engaged Sidekick Development as the owner's agent earlier in July.
Angie Fonkou of Sidekick Development outlined the next steps: a kickoff meeting in mid-December, a needs-study review in January, issuance of an RFP for a construction manager in January with the goal of selecting that manager in March or April, and producing conceptual renderings by March. Brown and Fonkou said design development (around June) should yield a confident budget estimate for any bond referendum.
The contract's fee was described as an amount estimated in relation to overall construction cost; staff estimated fees in the $2.1to $2.25 million range. Council asked staff to check insurance limits in the agreement and to include architect-generated renderings and cost narratives for public education during any referendum process.
Council moved to approve Resolution 98-2025 to authorize the design-services agreement; the motion passed.
