Staff presented the parcel location, explained that the planning commission recommended approval with 11 conditions (including vegetative screening and a 50‑foot scenic buffer in certain areas), and noted the parcel’s future‑land‑use designation as low‑density residential on the 2040 comprehensive‑plan map. The applicant requested a minor correction to one proffer to ensure recreational‑vehicle sales and service remained allowed under the CUP; the board accepted that correction.
Supervisors asked about the location and depth of the existing vegetative buffer and whether additional plantings would be required; staff said existing vegetation would satisfy the buffer unless replaced or damaged, in which case replacement would be required. The board struck one planning‑commission condition that would have required additional screening beyond existing vegetation in that area and approved the rezoning and CUP by unanimous voice vote.
The applicant and staff will follow final site‑plan procedures and any replacement‑buffer requirements if damage occurs to the existing screening.
