Public-works and public-safety updates: Waterford Avenue restorations, MMSD review and expanded holiday patrols

City staff and department heads provided a series of updates to the St. Francis Common Council on infrastructure, utilities and public-safety staffing.
Public works: Staff reported utility work on Waterford Avenue is complete, with Arrow Concrete/Arrowcrete set to mobilize next week and concrete pours expected in the first week of December. About 40% of the pavement will be replaced under the current restoration limits, and the city said grading and restoration will follow city ordinances; temporary pavement patches from 2021 are now scheduled for 2026 because a contractor could not be secured this year.
MMSD review: The city has submitted documentation for an MMSD drain-disconnect project and is awaiting review; staff said if the data continue to show current trends, the city—s findings will indicate the odor issue is not originating from city systems and the city will continue to work with MMSD.
Police and staffing: Captain Blunt said the department is back to normal window hours and restored staffing; he announced stepped-up patrols and business walkthroughs from Black Friday (Nov. 28) through Jan. 1. Chief Bob said the department will have two lieutenant vacancies on Jan. 1 and is running testing and an assessment center in early December to fill those positions.
Elections and administration: Staff reported that Badger Books (electronic polling books) will be rolled out for the February election and that voter-notification information will be provided; the mayor noted that a fire-department promotion oath is scheduled for Jan. 1.
Next steps: Staff will notify residents ahead of restoration and detour changes, proceed with MMSD follow-up once reviews return, and carry out police promotion testing and staffing actions in December and January.
