Titusville CRA approves beautification grant for First United Methodist Church

The City of Titusville Community Redevelopment Agency voted Dec. 9 to approve a commercial beautification grant application from First United Methodist Church of Titusville for work at properties identified as 206 South Hopkins Avenue and 213 Palm Avenue in the downtown CRA district.
Planner Sue Williams told the board that painting is an eligible expense only when it is part of a broader improvement project; because the applicant included fascia and soffit repairs the application was classified as maintenance under the CRA exterior beautification grant and recommended for approval. Member Amber Nelson moved to approve the grant and the board approved it by voice vote.
At the meeting staff stated the CRA’s fiscal‑year 2026 grant budget is $110,000 and that the policy cap for any single grant is $50,000. The packet included a project cost and a stated reimbursable amount; those figures in the transcript appear inconsistent and were not reconciled on the record.
Mark Kendrick, representing the applicant, was present to answer questions. Public commenter Stan Johnson spoke in favor of the grant, noting other downtown businesses have used similar CRA funding for improvements.
Staff will process the grant award consistent with CRA policies and the board’s direction.
