The Kenilworth Borough Council unanimously adopted two ordinances and approved a broad consent agenda at its December meeting.
The council adopted Ordinance 2025-07, amending chapter 134 (nuisances) to clarify noise definitions and adjust restrictions on commercial construction activities, including weekend work. The council opened and closed a public hearing on the ordinance with no members of the public speaking; Councilman Boyle moved to adopt the ordinance and Councilwoman Giordano Faserno seconded. The measure passed on a roll-call vote with all members present voting yes.
The council also adopted Ordinance 2025-14 to amend chapter 190 (vehicles and traffic) by adding a 15-foot no-parking zone during specified hours to facilitate safe pick-up and drop-off for a developmentally disabled resident. The public hearing drew no speakers; the motion to adopt was seconded and the ordinance passed unanimously among members present.
Council passed the consent agenda (Resolutions 25-2-48 through 25-2-62) in a single motion by Councilman Scuris, seconded by Councilman Piper. The consent batch included routine personnel and vendor actions highlighted earlier by the finance committee: a 2026 noncontract salary resolution (Res. 25-2-49), a Medicare Part B reimbursement payment (Res. 25-2-50), a SLEO agreement with Saint Teresa School (Res. 25-2-54), a change order covering a roughly $26,000 overage tied to Vernon Avenue sidewalk work (Res. 25-2-55), awards for boulevard sidewalk replacement (Res. 25-2-56), renewed shared-service agreements for a CFO and a certified public-works manager with Roselle Park (Res. 25-2-57 and 25-2-58), IT services award to Network Security Group for 2026 services (Res. 25-2-60) and dispatcher salary adjustments (Res. 25-2-61), among others. The clerk said each resolution will be recorded individually in the official minutes.
Minutes from the Nov. 5, 2025 regular meeting and its executive session were approved earlier in the meeting following a motion by Councilman Boyle and a second from Councilman Finestrella.
What happens next: The ordinances take effect according to the borough's municipal code timelines for enactment and any required public notices. The consent-agenda actions and individual resolutions will be incorporated into the official meeting minutes for record and implementation by borough staff.
