Titusville council approves two ordinances, consent agenda and multiple appointments

The Titusville City Council at its Nov. 25 meeting approved two ordinances on second reading, passed a multi-item consent agenda and confirmed several appointments and leadership selections.

Ordinances: Council adopted Ordinance No. 40-2025 to amend code language increasing reporting frequency for properties holding mortgages in default from annual to biannual reporting (amending section 13-109). Council also approved Ordinance No. 41-2025 to amend the public (P) zoning district to allow nonprofit and nongovernmental organizations and add permitted and limited uses such as community centers and vocational schools. Council discussed grandfathering and nonconforming uses and voted unanimously on both ordinances.

Consent agenda and contracts: The consent agenda (items 8a–8h) passed unanimously and included a package of routine resolutions and contracts: a resolution declaring official intent to reimburse capital improvements (Res. No. 21-2025), a child car-seat safety program funding item, Amendment No. 6 with Wright-Pierce for the Morning Dove water treatment plant (engineering contract amendments and SRF loan-related services), a special-event road closure for the Titusville Christmas parade, a VOCA grant award for FY2026, a Titusville Police Department training funds item ($33,627.59), a task order with AECOM not to exceed $150,000 for a feasibility assessment to convert 6350 Horizon Drive to TPD headquarters and the emergency operations center, and FDOT downtown safety enhancements. Council members questioned the cumulative engineering cost increases on the Morning Dove project; staff explained the SRF loan process and that the engineer-of-record must sign final certificates, which has driven some extensions and additional engineering work.

Appointments and leadership: Council approved the appointment of Kevin Cook, PE, as the city's alternate to the TIFA water resources management committee and appointed Hector Delgado, Michael Majek and John Nico to the Titusville Environmental Commission. The council re-nominated Herman Cole as vice mayor and designated the mayor and vice mayor as chair and vice chair of the Community Redevelopment Agency (CRA). Council also approved the assistant city attorney employment agreement for David Melito.
