County staff presented results of RFP 25 20 25 03 for general reassessment services and recommended Cohen Services LLC for the 2027 hybrid administrative review at a per‑parcel price of $6.95, an estimated $120,006.91 total for the county’s parcel inventory.
For the 2029 full reassessment, staff described two options: a full reassessment with EagleView aerial and oblique imagery (EagleView estimated at about $89,000, bringing the combined 2029 cost to roughly $360,000 in the example presented) and a per‑parcel option without EagleView. Staff said EagleView can reduce in‑person field visits and recommended imagery refresh roughly every four years.
Supervisors asked practical questions: whether EagleView would capture additions on large, set‑back parcels (staff answered yes for garages/additions), how imagery would integrate with the county GIS, and whether the county could move to an in‑house reassessor model in the longer term. When asked whether the board needed to approve the 2029 option now, staff responded that approval was not required at this time and that the 2029 options will be brought back for future discussion.
No contract award for the long‑range option was made at the Dec. 3 meeting; staff asked for board input as the budget and procurement schedules proceed.
