Joint schoolboard–supervisors session: enrollment forecast, capacity study and budget pressures discussed

The Fluvanna County Board of Supervisors met jointly with the Fluvanna County School Board on Dec. 3 to review an enrollment forecast and the implications for facilities and the FY26 budget.
School officials reported that Wolpert (the enrollment firm) projects roughly 400 additional students over the next five to seven years, concentrated at the elementary level. That projection prompted a recommendation to conduct a facility capacity study to determine whether existing buildings can absorb the growth and how to sequence options such as new construction, reconfiguration or use of portable classrooms. The school presenter said the capacity study options include a $26,000 analysis with site visits, a $20,000 option without site visits and a $7,500 calculations-only product; multiple supervisors urged on-site review to capture classroom configurations.
Officials also summarized fiscal pressures entering the FY26 budget process: anticipated changes to the Local Composite Index (LCI) that could reduce state revenue, the expiration of 'All In' statewide grant funding (about $360,000 worth of positions), and rising health-insurance costs (staff mentioned a worst-case estimate near 10% and prior increases near 11%). School leaders said those factors force trade-offs between sustaining personnel (including mental-health and attendance positions) and absorbing larger fixed costs such as insurance and salary adjustments.
Board members asked for clearer, itemized figures about how much local and state shares differ and requested that the schools surface the Wolpert enrollment study and capacity details for the supervisors’ next meeting. School staff said they will provide the enrollment analysis and options (including site-visit capacity assessments) and noted the possibility of using a carryover discussion or a nonrecurring funding mechanism to pay for a capacity study if the county can accommodate it before July.
