Findlay — At its Dec. 2 regular meeting, Findlay City Council took action on several items affecting economic development, flood mitigation and city infrastructure.
Key votes and outcomes
- Resolutions 030‑2025 and 031‑2025 (Brownfield assessment and remediation grant support): Council adopted both resolutions supporting applications to the Ohio Department of Development for brownfield assessment/remediation funds. Hancock Regional Planning director Matt Cordonier told council $1,000,000 is set aside for Hancock County and additional competitive funds are available; the city will submit required grant agreements if funds are awarded.
- Ordinance 2025‑145 (acceptance of properties for flood mitigation): Council adopted the ordinance authorizing the mayor to accept permanent ownership of properties from the Board of County Commissioners as part of flood‑mitigation efforts. The mayor said most properties are residential and do not have significant environmental issues; one parcel initially listed will be removed from the transfer exhibit prior to completion.
- Ordinances 2025‑147 and 2025‑149 (sales via Blanchard Valley Port Authority): Council adopted Ordinance 2025‑147 authorizing sale of 428 West Main Cross Street to the port authority/RJT Properties LLC following debate over use of the port authority versus public auction. For Ordinance 2025‑149 (401 North Main Street), the roll call was recorded as five ayes and four nays. The clerk initially announced adoption, but members then raised a procedural concern that a six‑vote majority of the full council (due to one absent member) is required for this type of sale; the presiding officer subsequently stated the ordinance is not approved pending reconsideration. Council directed staff to provide appraisals, consider executive‑session review of contract terms and seek an ethics opinion before reconsideration.
- Airport and annexation ordinances (various): Council suspended rules and approved a series of ordinances to authorize FAA/ODOT grant applications and to process annexation‑related petitions (Ordinances 163, 164, 165, 166, 167, among others) to align with updated funding splits and procedural steps.
What council asked staff to do
Council members asked for additional materials and follow-up before reconsidering property sale votes: written appraisals, survey maps and a legal/ethics opinion concerning sale to a union or other city‑employee‑related entity. Mayor offered to provide appraisals and to bring the contract for possible executive‑session review.
The meeting record includes the roll‑call tallies and notes where votes were adopted, failed or left pending for further review. Council scheduled follow‑up items for the Dec. 16 meeting where appropriate.
