The City Council approved Variance 2025‑02 on Monday to allow a detached 188‑square‑foot patio cover with screening wall at 6 Estates Drive that requires reducing the side‑yard setback from 10 feet to 5 feet.
Contract assistant planner Caden Lykins presented the project, describing the property as an approximately 21,776‑square‑foot lot with a 5,533‑square‑foot house and existing accessory structures. Lykins said the proposed structure is below the maximum permitted height in the zone and would be constructed at existing grade; staff identified the side‑yard setback as the only development standard requiring relief.
Staff recommended approval, noting unique physical constraints including slope, irregular lot shape and mature landscaping that limit alternative placements and that the project is categorically exempt from CEQA under Guidelines §15303 for small structures. The staff report recorded three letters of support and no opposition; the adjacent neighbor to the north submitted one supporting letter.
The homeowner addressed the council in support and thanked staff for working through plan iterations. Councilman McBride recused himself from the hearing because of a proximity/residence matter; the remaining council members voted to approve the variance 4–0 with McBride abstaining.
The council directed staff to finalize conditions in accordance with the staff report and resolution number stated in the staff packet. The project proceeds under the conditions and findings contained in the staff recommendation.
