Speakers pressed the commission to require clear pathways for residents to transition back to community life and to avoid outsourcing social costs to taxpayers.
Staff responded that the ordinance sets baseline requirements consistent with applicable higher‑level law and that the commission retains the ability to amend the ordinance later to add more specific programmatic expectations. Commissioners noted they could pursue future amendments to address concerns about expectations for service providers, client length of stay and funding mechanisms.
The measure passed on second reading by unanimous vote. Commissioners directed staff to provide copies of the adopted ordinance and noted staff will receive any subsequent requests to draft amendments or clarifying language.
