Amy, the city presenter, told council the agreement covers parcels the developer owns or has under contract and formalizes provisions for stream buffers, a park requirement, dedication of 79th Avenue and a creek crossing, utilities infrastructure, cost-recovery and a latecomers agreement to allow phased development. "The agreement is for 8 parcels within the subarea that are either actively owned or under contract with MJS investors," Amy said.
Councilmember Rob Teuer asked about transportation plans for the section. Jim (city staff) said the project will include a roundabout at SR 531 and 72nd Avenue and that the developer will fund the roundabout; internal roads within the development will be local-access streets. "They're also at construction for the development ... accommodating the roundabout for 2 lanes each way," Jim said.
A council motion to approve the development agreement was made and seconded; the motion carried on a voice vote. The transcript records an "Aye" and "None heard" in opposition; no roll-call tally is recorded in the meeting transcript.
The agreement anticipates multiple development phases and includes typical municipal protections for critical areas and utility infrastructure. The city noted a forthcoming critical-area ordinance update that could affect future projects.
