The planned Phase 2 work realigns and replaces the existing right‑of‑way rather than removing public access, and will support four new buildings totaling 164 housing units with associated parking and landscaping.
After staff recommended approval, a council member moved to adopt the ordinance on first and second readings by title only. The motion passed on a unanimous voice vote and the roll call recorded the ordinance as No. 2259 with a 5‑0 vote in favor.
Staff said the petitioner completed required environmental review (federal Section 18 disposition review) and coordination with U.S. Fish and Wildlife Service and other agencies; the housing authority is the project petitioner and sole property owner for the affected area. Planning staff recommended approval on the grounds that notice was duly given and the public interest would not be prejudiced.
