The Bel Air Board of Town Commissioners took a series of routine but consequential votes on Dec. 15, approving vehicle and equipment procurements, a fleet upfitting contract, and several board reappointments.
Key outcomes approved by unanimous roll call:
- Planning department vehicle: Approved the proposal from Plaza Ford for a 2026 Ford Explorer at $36,550 to replace an aging Ford Escape; language in the motion was amended to substitute the word "proposal" for "bid" to reflect that the vehicle was offered under another jurisdiction's contract before the town administrator signs documentation.
- DPW upfitting contract: Approved the upfitting contract DPW120425 with Moxley Welding & Machine Service, Inc. in the amount of $189,000 to outfit a 2026 Freightliner and a 2026 Ford F550 with dump bodies, hydraulics, plows, salt spreaders and safety systems. Staff noted Moxley was the lone responsive bidder and funding is partially in the FY26 budget with the remainder to be included in a midyear adjustment.
- IT equipment: Approved a Dell PowerEdge R6625 server at $12,254.89 (piggyback on an existing cooperative contract), five Dell Pro Max 16 laptops (proposal figure cited in motion $8,395.75; staff also referenced per‑unit and alternate totals in remarks), and 11 Dell Pro Slim desktop computers and monitors (staff provided unit prices and totals). These purchases were described by staff as standard lifecycle replacements to maintain warranty coverage and performance.
- Reappointments and appointments: Approved the reappointments of Nikki Jurgensen (Cultural Arts Commission), Donna Dickey (Economic & Community Development Commission), Joseph Wojcickowski (Historic Preservation Commission), Graham Becker (Tree Committee), reappointment of Dan(iel) Gray as an alternate to the Planning Commission, and appointment of Jeffrey Stam to the Planning Commission.
All procurement votes and appointments were moved, seconded and approved by roll call (Commissioners Chismar, Taylor, Hanley and Chair Eddington voting "Aye"). Staff indicated next steps for procurement documentation and, where applicable, midyear budget adjustments for remaining funding needs.
The board was careful to clarify procurement language (e.g., distinguishing acceptance of a local bid versus approval of an out‑of‑jurisdiction proposal) during the vehicle purchase discussion.
