Attorney Mark Garabrant said the proposal is limited to interior alterations to an existing roughly 4,116‑square‑foot building on a 14,739‑square‑foot lot in an E‑Business zoning district. He said the applicant will pave an existing gravel lot, provide 21 parking spaces (matching the number required under town standards), include four ADA parking stalls and replace or maintain existing sidewalks and drainage structures. The project team includes expediter Jose Ramos and engineer Kevin Peterman.
Kevin Peterman told the board IMEG’s traffic review found the project would not trigger a traffic study and described vehicle‑movement and grading constraints. Board members flagged one issue: an auto‑turn or garbage‑truck movement in the site plan overlaps a depicted parking stall. Peterman said the team had modeled vehicle movement and could provide an additional auto‑turn diagram that would avoid overlapping the stall if the board prefers.
The board discussed signage at the exit on Route 110, and Jose Ramos suggested adding a 'no left turn' plaque under the stop sign at the northern exit. Garabrant said there is a traffic signal at the nearby intersection and that no work is proposed in the New York State right‑of‑way, so no NYSDOT approvals were required for the work described. The applicant also described operational details, including weekday hours (Monday–Friday, 9 a.m.–7 p.m.) and Saturday hours (9 a.m.–1 p.m.).
Board members requested a revised vehicle‑movement diagram showing garbage‑truck and other turning movements that do not encroach on parking stalls; an additional auto‑turn exhibit was requested for the record. There was no public comment. The board voted to close the public hearing and reserved decision so staff and the board can review the remaining site plan details and revised movement diagrams.
