Board sends $2M juvenile detention center upgrades back to staff amid questions about future use

Hennepin County commissioners on Dec. 11 voted to return to staff a planned immediate-approval contract award for juvenile detention center (JDC) day-room safety upgrades, after a broad discussion about the facility's future and whether capital funds should instead support alternatives.
Facility staff described the work and said they received six proposals and selected Dunlar Construction as the best value to update day rooms, acoustic panels, kitchen configuration and staff workstations. Christy Duffy of Facilities Services told the board the project could mobilize immediately if the contract were approved.
Several commissioners urged a pause. Commissioner Conley said she could not support investing $2.1 million in the JDC given low daily youth counts (she referenced a current census of about 12 youth) and pointed to the newly opened 13-bed youth stabilization center as a preferable model. Commissioner Connolly and others emphasized the need for a holistic review of juvenile facilities and alternatives, and Commissioner Lundy and Anderson asked staff to consider phasing, utilization and larger system design in their follow-up.
With those concerns, the board moved and carried a motion to return the immediate-approval contract to staff for additional analysis of timing, phasing and alignment with broader juvenile-services strategy. The item will return to the board after staff completes the requested follow-up.
