Polk County supervisors approve pack of consent resolutions, set hearing for Woodside rezoning

Polk County's Board of Supervisors approved a package of consent resolutions and administrative items during a routine meeting, moving forward plans and agreements that county staff said are needed to advance public works, land transfers and community grant programs.
Among the items the board approved by roll call were: a resolution approving plans, specifications, form of contract and estimated cost for the Formal Creek Stream Restoration Project (item 6); a resolution transferring county-owned land to the City of Des Moines (item 7); and a resolution granting a pedestrian easement to the City of Des Moines at 1900 Carpenter Avenue (item 8). The board also approved multiple permit applications for Class C retail alcohol licenses (items 10—1313), a Carrick Water loan lien release, the 2026 public works fee schedule, and authorization to prepare bid documents and notify the Iowa Department of Transportation to include Polk County in its lettings (items 14—17).
The board further approved an amended agreement with the Iowa State University Public Science Collaborative and a data use agreement between the Polk County Criminal Justice Coordinating Council and the Iowa Department of Management (items 19—20); position modifications in the Conservation and Health departments (items 21—22); abatement resolutions for the cities of Des Moines and Bondurant (items 23—24); an engagement letter with Smith Smith Mills Law PC for a workers'compensation matter (item 25); and the third amended and restated agreement for the Des Moines Metropolitan Wastewater Reclamation Authority and consent to issuance of bonds to finance improvements under that agreement (item 26).
A set of community development and sponsorship awards, including grants to the Des Moines Carousel Foundation and Friends of Southwest Ninth, were also approved (items 27—31), followed by approval of an addendum to include certain property in the Bondurant urban renewal area (item 31a). The board recorded roll-call votes for these items; the roll calls registered affirmative responses for the supervisors present.
County staff announced a public hearing for the Woodside Business Park rezoning to be held Jan. 13, 2026. No substantive public testimony was offered on the consent items during their hearings.
The meeting adjourned after brief board comments and an announcement about a Riverplace holiday event.
