The El Dorado County Board of Supervisors on Tuesday tabled a proposed amendment to county parking and snow-removal code affecting the Lake Tahoe Basin watershed area to allow more public outreach and mapping.
Supervisor Brooke described basin concerns that the proposed November–May no-parking window and its "except in areas specifically designated by signs" language could unintentionally restrict local residents and essential services. She told staff she wanted to "pump the brakes a little bit" and hold town-hall meetings to ensure exception areas are identified and mapped before the ordinance takes effect.
Rafael Martinez, the county's director of transportation, said the county could follow either a "pump the brakes" approach or a "slow roll" approach; staff noted that signs would likely not be installed or enforceable until spring even if the ordinance moved forward now. Public commenters warned of tens of thousands of informal pullouts and recreation access points that could be affected and urged clarity on enforcement and exemptions for deliveries and construction.
Supervisor Lane moved to table the item and direct DOT to hold public forums and return with updated materials next year; the motion passed 4-0 with Supervisor Ferrell/Ferrero absent.
What happens next: DOT will coordinate community forums, prepare maps of proposed restricted locations and exemptions, and return with a revised first reading and implementation schedule.
