Homestead City Council voted to defer consideration of three linked development items for a proposed Kingston 3 28 LLC neighborhood center after staff said the plans advertised to the public did not match the applicant’s final submittal.
Attorney Javier Vasquez, representing Kingston 3 28 LLC, described a proposal for a roughly 4.1-acre site at 888 Southeast 28th Avenue that would include three retail buildings and a convenience-store/car-wash with fuel pumps. Staff recommended approval of the site plan, tentative plat and a special exception subject to conditions such as monument sign height limits and restrictions on exterior equipment placement.
At the meeting, a city official said the application had been revised after advertising: one previously advertised 2,500-square-foot building is now 2,400 square feet and the other is 3,800 square feet. The change required re-advertising and prevented the council from taking final action that night.
Councilman Ross moved to defer all three items; Councilwoman Avila seconded. City Manager and council members asked staff and the city land-use attorney to confirm the materials and legal notices before the item returns. On roll call the motion to defer to the December 17 meeting carried.
The deferral leaves the applicant’s request unresolved pending updated plans, corrected public notices and staff review. The council directed that the application be re-advertised and that staff confirm the right-of-way, traffic-study findings and other conditions before the item returns for separate votes on each resolution.
