Council members were told the policy gives credit to the municipal utilities’ IT team and that internal operational contact plans and department‑level details remain under development; staff cited additional work to complete interdepartmental roles and emergency contact plans by a later January deadline. Council moved to approve and adopted the ordinance by roll call; staff said the policy will be retained confidentially per the statute and implementation responsibilities remain with the city’s IT and municipal utilities staff.
