Staff said about $4,000,000 of one-time transfers were included to close certain funds and that, after transfers, the budget’s operating portion is closer to $58,000,000.
On personnel costs, staff said non‑bargaining salary ranges in Ordinance 64-20-25 were adjusted by 4% for 2026; bargaining units have separate negotiated increases. The budget presentation noted health-insurance adjustments and property/liability insurance changes for municipal operations. Council discussed budgeting and the committee process, asked about health‑care cost trends, and were told the city’s plan year runs Sept. 1–Aug. 31 and the most recent increase was 5%.
Council moved, suspended rules where necessary, and approved Ordinance 65-20-25 (annual appropriations) and the compensation ordinance. Members recorded affirmative roll‑call votes with no recorded dissent. Staff said additional transfers and fund closings will occur as prescribed by the Ohio Revised Code and that staff will return any required documentation to council.
