The Tonganoxie City Council approved two actions related to the planned 14th Street corridor.
First, the council adopted Resolution 12-25-02, a reimbursement resolution drafted by bond counsel (Gilmore & Bell) that preserves the city’s ability to finance eligible project costs with future bond proceeds and to reimburse earlier expenditures. City Manager George Brackovich said the step was standard bond practice to keep financing options open as the project progresses.
Second, the council approved Resolution 12-25-03, authorizing a contract with BG Consultants for survey and design services for 14th Street and East Street, including intersection work, sidewalk/trail elements and coordination with the Kansas Department of Transportation on potential funding. Jason Hoskinson of BG Consultants said the design will study how the project could move through 2026 toward construction in 2027 and will explore KDOT and other funding sources.
Council discussed interim funding sources (capital projects and special highway funds) and the potential future use of a benefit district or GEO bond issuance to recoup costs. Councilmember Partridge moved to approve the design contract; the motion was seconded and carried.
